Catalina In-Home Services is the premier home care provider in Southern Arizona. Locally owned and operated by the Clinco family for nearly four decades, Catalina is an award-winning company that has served thousands of Tucson families. A specialist in-home care, we are distinguished by the Catalina Care Model, which combines highest-quality caregiving, expert nursing oversight and concierge administrative management for a personalized and coordinated home care experience.

In 1981, Judy Clinco, RN realized her mother Helen needed special support. Helen was gradually becoming forgetful and frail, yet wanted to continue living independently. To stay at home, Helen needed professional structure, coordinated care, and caregivers equipped to address her specific needs. There were no providers in Tucson who could meet Judy’s standard of excellence, so she founded Catalina and developed the Catalina Care Model to serve her mother and her community. In every aspect of its function, Catalina is committed to client well being, and delivers care with the same quality and respect that Judy sought for her own mom.
As advocates for both consumers and workers, Catalina has promoted legislation that improves working conditions for caregivers, supported caregiver training opportunities in Tucson, and participated in local and national conversations on home care, aging in place, and quality of life for seniors. Catalina In-Home Services continues in its mission to set the standard of excellence for home care available in our community and we plan to continue serving the greater Tucson region long into the future.

Judith Clinco, RN
President & Founder
Judy is a local and national Home-Care advocate and expert. She founded Catalina with a goal to provide the best care possible. Judy served the company for 35 years as owner operator and RN Care Manager. …
Judy has received numerous awards for her work including the Southern Arizona ATHENA Award, the UA Women’s Studies Department Women Who Lead Award, Tucson’s YMCA Women on the Move Award, and Nurse of the Year from the Arizona Nurses Association. She remains resolute in her mission to serve elders and build a community that values and supports aging.
Sue Otis
Managing Director
Sue started work with Catalina in 2012 coming with a background of 25 years of accounting experience. She served as Catalina’s Chief Financial Officer before accepting the position of Managing Director. Sue’s leadership ensures that Catalina performs with an unwavering commitment to the standards of excellence. She is pleased to serve the Catalina community with her expert leadership.
Cynthia Weadock
Director of Admissions
Cynthia has been with Catalina since the company’s inception in 1981. With over 40 years of experience in the home care sector, she is an expert in community resources, service decision support, precision care and the complexity of caregiver client relationships.
Demion Clinco
Vice President
Demion has received numerous awards for leadership including the Arizona Daily Star 40 under 40, Inside Tucson Business Up and Comer and Next City Vanguard. He has served in the Arizona State Legislature and the Chairman of the Pima Community College Governing Board.
Judith Gilpin
RN Care Manager
Judith joined the Catalina team in 2016. With over four decades of clinical and geriatric specialty she brings compassion and sensitivity to the Catalina care model. Gilpin expertise includes communication and patient centered critical, reasoned, and reflective thinking.
Allison Miller
Human Resources
Allison holds a degree from CUNY Brooklyn College. She works closely with the Catalina caregiver team and focuses on recruitment, retention, and professional development. She brings her eclectic mix of interests and background to her interpersonal professional approach and works to empower Catalina employees.
Briggs Clinco
Coordinator & Department
Liaison
Briggs has worked at Catalina since 2015. Prior to joining the Catalina Team she worked with Doctor Patch Adams and the Gesundheit Institute organizing diplomatic and healthcare missions to communities around the globe.

Danielle Harding
Scheduling & Client Care Coordinator
Danielle has a professional background in logistics and scheduling. She brings a thoughtful approach to the professional caregiver – client relationship and focus on client needs and continuity of care.
Joanna Sheppard
Administrative Assistant
Joanna has worked at Catalina since 2016. Joanna has a background in administrative support, communications and systems management. She provides key management support and facilitates the flow of information through the company.
Lauren Soto, LPN
Nurse Care Manager
Lauren worked for Catalina as a caregiver while attending nursing school at Pima Community College. After becoming an LPN in 2016, Lauren worked in behavioral health, at the Pima County Jail and in a psychiatric hospital. A Tucson native with a love for the Hawaiian islands, off the clock Lauren is a busy mom of two.
Sondra Tapia, RN
Nursing Supervisor
Nurse Sondra, a native of Tucson, joined the Catalina team in 2020. She graduated from the Pima Community College Nursing Program in 2016, and has two decades of management and medical experience. She values community and partnering with clients, their families, and caregivers, to provide the best quality of life achievable.
Ash Bice
Care Coordinator
Ash has a professional background in scheduling and communication and has also worked as a nursing assistant and EMT. She strives to bring innovation and consistency to her role, to provide clients with the best possible, long-lasting outcomes. Alongside her time at Catalina, Ash teaches yoga locally and enjoys sharing her mindfulness practice with others.
Vivianna Pacheco
Care Coordinator
Viviana is a native of Tucson and has worked as the Client Care Coordinator at Catalina In Home Services since 2023. With a background in home health administration, she is passionate about working in the health industry and helping people, Viviana is excited to be part of a company that values its clients, employees, and the community.
Elizabeth Mattson
HR Coordinator
Elizabeth started as a Catalina caregiver in 2020 before joining the office team to work in scheduling as Care Coordinator and then Human Resources. Elizabeth has a master’s degree in Health Care Administration and has 10 years of experience working in healthcare as a caregiver and CNA. Elizabeth has a passion for working with seniors and providing support to help employees excel and thrive in their role.
Ally Richardson
Client Services Manager
Ally has been with Catalina since 2022 working as a Care Coordinator before becoming the Client Services Manager. She lives in Los Angeles but comes to Tucson frequently to visit and spend time with her CIHS team members. With more than 15 years of experience in administrative and operations management, she has a passion for creating meaningful experiences for Catalina Clients and Caregivers.
