Sue Otis – CEO
Sue Otis serves as CEO of Catalina In-Home Services. She is entrusted with steering the organization through a period of thoughtful and strategic growth. Her leadership is defined by an unwavering commitment to the company’s hallmark standards of excellence, which have earned Catalina a reputation for innovation and compassion, both locally and nationally.
A graduate from the University of Arizona, with a degree in Business Administration, Sue joined Catalina In-Home Services in 2012, following an impressive 25-year career in accounting that honed her expertise in financial strategy, organizational management, and operational efficiency. Her tenure began as Chief Financial Officer, where her keen financial oversight and forward-thinking approach strengthened the company’s foundation. Sue assumed the role of CEO in 2022.
Under Sue’s direction, Catalina In-Home Services delivers exemplary care, ensuring that the company remains a trusted leader in providing personalized, in-home support to families across Southern Arizona.
Demion Clinco – President
Demion Clinco serves as President of Catalina In-Home Services, bringing visionary leadership and a deep commitment to enhancing the quality of in-home care for Southern Arizona families. Demion’s distinguished career in public service and community leadership has earned him numerous accolades and awards for his forward-thinking contributions to urban and social innovation.
Demion’s leadership extends beyond the private sector. He served as a member of the Arizona State Legislature and chaired the Pima Community College Governing Board, where he championed accessible, high-quality education and workforce development. He is a graduate of Occidental College, Istituto Marangoni and is a Flinn-Brown Center For Civic Leadership Fellow.
His blend of public service experience and commitment to community well-being has reinforced Catalina’s mission to provide exceptional, client-centered care. Under Demion’s guidance, Catalina In-Home Services remains a trusted leader in delivering personalized support that empowers individuals and strengthens families.
Briggs Clinco – Vice President
Briggs Clinco has been an integral part of Catalina In-Home Services since 2015, bringing a unique blend of compassion, innovation, and global perspective to her role as Vice President. Prior to joining the Catalina team, Briggs worked alongside Dr. Patch Adams and the Gesundheit Institute, organizing diplomatic and healthcare missions to underserved communities around the world.
Her experience in global health advocacy has shaped her approach to leadership, emphasizing empathy, cultural sensitivity, and holistic care. At Catalina, Briggs is dedicated to fostering an environment of excellence and collaboration, ensuring that clients receive personalized, life-enhancing support that meets their unique needs.

Cynthia Weadock – Director of Admissions
Cynthia Weadock has been an integral part of Catalina In-Home Services since its founding in 1981. Cynthia brings over 40 years of experience in the home care sector, making her an unparalleled expert in client advocacy, precision care, and caregiver-client relationships.
As a multi-generational Tucsonan, Cynthia’s connection to the local community informs her holistic approach to care. She has an exceptional ability to guide families through complex service decisions with compassion and clarity, drawing on her vast knowledge of community resources to create seamless connections that meet each client’s unique needs. Ally Richardson – Client Services Manager
Ally Richardson joined Catalina In-Home Services in 2022, initially serving as an Operations Coordinator before stepping into her current role as Client Services Manager. With over 15 years of experience in administrative and operations management, Ally is passionate about creating meaningful experiences for both clients and caregivers.
Ally’s leadership style emphasizes collaboration, communication, and a commitment to excellence in service delivery. Her dedication to fostering positive relationships and her innovative approach to client services make her an invaluable part of Catalina’s mission to provide exceptional, personalized in-home care.
Sondra Tapia, RN – Nursing Supervisor
Sondra Tapia joined Catalina In-Home Services in 2020, bringing two decades of management and medical experience to her role as Nursing Supervisor. A Tucson native and graduate of the Pima Community College Nursing Program (Class of 2016), Sondra’s deep-rooted connection to the community informs her compassionate and collaborative approach to care.
Sondra is dedicated to partnering with clients, their families, and caregivers to create personalized care solutions that prioritize dignity, comfort, and the best quality of life achievable. Lauren Soto, LPN – Nurse Care Manager
Lauren Soto began her journey with Catalina In-Home Services as a dedicated caregiver while attending nursing school at Pima Community College. After earning her LPN certification in 2016, Lauren gained diverse nursing experience in behavioral health and psychiatric hospitals, further strengthening her expertise in complex care management.
A Tucson native with deep community ties, Lauren’s compassionate approach and clinical knowledge make her an invaluable Nurse Care Manager. She excels at providing personalized care plans and supporting clients and their families with empathy and professionalism.
Judith Gilpin, RN – Nursing Care Manager
Judith Gilpin was born and raised in Australia where she obtained her nursing degree and worked as a public health nurse. She lived in Hawaii for 17 years, working as a case manager at both the local hospital and in the homes of families.
After moving to Tucson in 2005, she worked in both medical clinic settings and in case management. Judith joined Catalina In-Home Services in 2016, and continues her love of nursing by working with elderly individuals to help them thrive and age in place within their own homes.
Joanna Shephard – Administrative Assistant
Joanna Shephard has been a vital member of the Catalina In-Home Services team since 2016. With a strong background in administrative support, communications, and systems management, Joanna plays a crucial role in ensuring the seamless day-to-day operation of the organization.
As Administrative Assistant, Joanna provides essential management support, facilitating the flow of information across departments and ensuring that internal processes run smoothly. Viviana Pacheco – Client Services Supervisor
Viviana Pacheco joined Catalina In-Home Services as Care Coordinator in 2023, bringing her passion for client advocacy and a strong background in home health administration. A Tucson native, Viviana has a deep appreciation for her community and is dedicated to making a positive impact in the lives of the clients and families she serves.
Viviana’s role as Client Services Supervisor allows her to combine her commitment to compassionate service with her organizational expertise, ensuring that each client receives personalized, high-quality care. Elizabeth Mattson – HR Coordinator
Elizabeth Mattson began her journey with Catalina In-Home Services in 2020 as a caregiver, demonstrating a strong commitment to client care and excellence. She soon joined the office team, serving as a Care Coordinator before transitioning to her current role as HR Coordinator.
With a master’s degree in Health Care Administration and over 10 years of experience in healthcare as a caregiver and Certified Nursing Assistant (CNA), Elizabeth brings a unique blend of clinical knowledge and administrative expertise to the HR department. She is passionate about supporting employees, fostering a positive work environment, and helping staff excel and thrive in their roles.

Courtlyn Stewart – Care Coordinator
Courtlyn Stewart began her journey with Catalina In-Home Services in 2024 and has a professional background in healthcare administration. She has more than 10 years of experience in the healthcare industry and has a passion for helping others. She’s most excited about being a part of a company that allows contributing to a meaningful mission, being able to collaborate with a talented team, and having the chance to make a real difference while growing professionally within a supportive environment.
