In 1981, Judy Clinco, RN realized her mother Helen needed special support. Helen was gradually becoming forgetful and frail, yet wanted to continue living independently. To stay at home, Helen needed professional structure, coordinated care, and caregivers equipped to address her specific needs. There were no providers in Tucson who could meet Judy’s standard of excellence, so she founded Catalina and developed the Catalina Care Model to serve her mother and her community. In every aspect of its function, Catalina is committed to client well being, and delivers care with the same quality and respect that Judy sought for her own mom.
As advocates for both consumers and workers, Catalina has promoted legislation that improves working conditions for caregivers, supported caregiver training opportunities in Tucson, and participated in local and national conversations on home care, aging in place, and quality of life for seniors. Catalina received the 2018 Ethics Torch Awards from the Better Business Bureau of Southern Arizona and was the recipient of the BBB’s inaugural Ethics Award in 2002. Catalina was recipient of the 2015 Inside Tucson Business Newspaper Customer Service Award for small to medium businesses and from the Business Journal and the Arizona Nurses’ Association Employer of the Year, Catalina In-Home Services received the Enterprise Award for Distinguished Achievement in Motivating and Retaining Employees.
InterHealth and 3M Health Care honored Catalina In Home Services for its “Spirit of Innovation that has helped transform and improve the delivery of health care.” The National Association for Home Care acknowledged Catalina for its efforts to promote quality home care within the community, state, and nation. Catalina was selected as a finalist for the Arizona Chamber of Commerce Athena State Award and the Working Women for the Entrepreneurial Excellence Award Best Employer. Judith Clinco, RN, Founder and President
Judith Clinco, RN is a local and national Home-Care advocate and expert. She has received numerous awards for her work – the inaugural Southern Arizona ATHENA Award, the Women Who Lead Award from the University of Arizona Women’s Studies Department, Women on the Move Award from the YMCA of Tucson, and as Nurse of the Year from the Arizona Nurses’ Association. Additionally, she has been recognized by the Pima County Work Force Investment Board and the CareGiver Training Institute, the City of Tucson, Pima Community College – and as one of Tucson’s Fabulous Fifty Nurses. Clinco has received certification as a Home Care Executive by the National Association for Home Care. She remains resolute in her mission to serve elders and build a community that values and supports aging.
Sue Otis, GM & Accounting Coordinator
Sue Otis, General Manager & Accounting Coordinator, joined Catalina In-Home Services in 2012. Otis has expertise in business and strategic relationship development, accounting and ethics. Her commitment to organizational integrity guides Catalina-In-Home Service’s ongoing delivery of high quality patient centered care.

Cynthia Weadock, Admissions Director, has been with Catalina In-Home Services since its inception in 1981. With over 40 years of experience in the Home Care sector she is an expert in community resources, service decision support, precision care and the complexity of caregiver client relationships.
Judith Gilpin, RN Care Manager
Judith Gilpin, RN Care Manager, joined the Catalina team in 2016. With over four decades of clinical and geriatric specialty she brings compassion and sensitivity to the Catalina care model. Gilpin expertise includes communication and patient centered critical, reasoned, and reflective thinking.
Demion Clinco, Vice President
Demion Clinco, Vice-President, has received numerous awards for leadership including the Arizona Daily Star 40 under 40, Inside Tucson Business Up and Comer and Next City Vanguard. He has served in the Arizona State Legislature and serves as the Chairman of the Pima Community College Governing Board.
Terri McDonnell, Human Resources Director
Terri McDonnell, Director Human Resources, started with Catalina In-Home Services as a caregiver in 1995. She assumed the Director of HR in 2005. She is deeply committed to the personal and professional growth and success of the Catalina caregivers. Her mentorship, compassion and integrity have been a touchstone of caregiver development.

Allison Miller, Human Resources, holds a degree from CUNY Brooklyn College. She works closely with the Catalina caregiver team and focuses on recruitment, retention, and professional development. She brings her eclectic mix of interests and background to her interpersonal professional approach and works to empower Catalina employees.

Briggs Clinco, Coordinator & Department Liaison, has worked at Catalina since 2015. Prior to joining the Catalina Team she worked with Doctor Patch Adams and the Gesundheit Institute organizing diplomatic and healthcare missions to communities around the globe. With a high intensity focus of continuity and service delivery she manages special projects while maintaining a core committed to stewarding Catalina’s values and mission.
